If it be found that the assembly hall has become too tumultuous to be put in order, the president may close or break off the session for the day.

Article 130.

If any spectator in the gallery manifest the ayes or noes openly or become clamorous or otherwise obstruct the proceedings, the president may order him/her to desist and, if he/she fail to obey such order, expel him/her from the gallery or, if necessary, turn him/her over to a competent police officer.

If the spectator's gallery become clamorous, the president may cause all the spectators to withdraw therefrom.

 

3.

The president shall, except as provided in the preceding two paragraphs, make such regulations as are necessary for discipline of spectators.

 

(Attention of the President)

 

Article 131.

Any member of the assembly may call the attention of the president to any disturbance of order of the assembly hall or obstruction of the meeting.

 

(Decency of Speech)

 

Article 132.

No member of the assembly shall use insulting words or refer to any personal affair of others at a meeting of the assembly or a committee.

 

(Redress for Insult)

 

Article 133.

Any member of the assembly insulted at a meeting of the assembly or a committee may appeal for redress to the assembly.

 

Section X Disciplinary Punishment

 

(Reasons)

 

Article 134.

The assembly may, by a resolution, impose a disciplinary punishment on any member who has violated this Law or the rules of procedure.

 

2.

Such matters as the necessary for disciplinary punishments shall be provided for in the rules of procedure.

 

(Categories)

 

Article 135.

The disciplinary punishment shall be as follows:

1. Reprimand in the open assembly hall;

2. Apology in the open assembly hall;
