Article 13.
Every inhabitant who is a Japanese national shall, in accordance with this Law, have the right to demand dissolution of the assembly of the ordinary local public body to which he/she belongs.

Every inhabitant who is a Japanese national shall, in accordance with this Law, have the right to demand removal from office of any member of the assembly, the chief executive, any assistant thereto, the chief accountant or treasurer, any member of the election administration commission or any audit commissioner or any member of the public safety commission of the ordinary local public body to which he/she belongs.
3.
Every inhabitant who is a Japanese national shall, in accordance with law, have the right to demand removal from office of any member of the education commission of the ordinary local public body to which he/she belongs.

Article 13-2.
Each city, town or village shall keep accurate records of the current status of its inhabitants, as provided for by law.
Chapter III Bylaws and Regulations
(Bylaw)
Article 14.
Each ordinary local public body shall have the power to enact a bylaw on any subject contemplated in paragraph 2 of Article 2, insofar as not in conflict with law.
2.
Each ordinary local public body shall be able to impose duties or restrict rights only by bylaw, unless otherwise prescribed by law.
3.
An ordinary local public body may include in its bylaw penal provisions the imposition of imprisonment with or without hard labor not exceeding two years, fine not exceeding 1,000,000 yen, detention, minor fine, confiscation or administrative fine not exceeding 50,000 yen for a violation of its bylaws, unless otherwise specified bylaw.
