(Newly-Formed Land)
Article 9-4.
When the public waters are filled or dried up, the Minister of Home Affairs or the governor of To, Do, Fu or Ken shall, as deemed necessary, take the measures as provided for in the preceding two articles as soon as practical to determine to which city, town or village a newly-formed land is to be annexed.
(Confirmation of a Newly-Accrued Land)
Article 9-5.
When a new land accrues within the area of a city, town or village, the mayor of such city, town or village shall confirm the fact upon approval of the assembly, and report thereon to the governor of To, Do, Fu or Ken.

The governor of To, Do, Fu or Ken shall immediately upon receipt of the report made under the preceding paragraph announce to the public to that effect.
Chapter II Inhabitants
(Inhabitant)
Article 10.
Any person who has his/her residence within the area of a city, town or village is its inhabitant. He/She is also an inhabitant of To, Do, Fu or Ken which comprises such city, town or village.

Every inhabitant shall, in accordance with this Law, have the right to use in common the property and establishments of the ordinary local public body to which he/she belongs and the duty to share the costs thereof.
(Right of Voting)
Article 11.
Every inhabitant who is a Japanese national shall, in accordance with this Law, have the right to vote at the elections of the ordinary local public body to which he/she belongs.
(Right of Initiative, etc.)
Article 12.
Every inhabitant who is a Japanese national shall, in accordance with this Law, have the right to demand enactment, amendment or abolition of bylaws (not relating to the levy or collection of local tax or the collection of assessments, charges or fees) of the ordinary local public body to which he/she belongs.
Every inhabitant who is a Japanese national shall, in accordance with this Law, have the right to demand audit of the affairs of the ordinary local public body to which he/she belongs.
