.4 subject to approval for the continuation of its work, conduct the liquefaction potential test for materials suitable for the evaluation of the test;and

 

.5 subject to approval for the continuation of its work, submit a final report of the outcome of its work to DSC6.

In the Correspondence Group documents were circulated three times to investigate and consider the relevant issue in accordance with the terms of reference.

 

Scope of application of the requirement for solid bulk cargoes which may liquefy

 

3 The national legislation of the member countries on the application of the requirement for solid bulk cargoes which may liquefy were investigated. In Japanese legislation, twenty one general names of cargoes are listed for determining the scope of application of the requirement under the condition that the requirement is applied only to cargoes which may liquefy during the voyage. These general names cover all cargoes listed in Appendix A of the BC Code and granulated slags. In the national legislation of other member countries of the Code is condense Group Appendix A of the BC Code is referred to or equivalent document is provided in order to determine the scope of application of the requirement.

 

4 As the method for judgement on application of the requirement, the following two procedures were utilized, in general:

(a) If it is suspected that a cargo may liquefy, the requirement is applied to the cargo without deliberation;or

(b) To determine whether the requirement should be applied to a cargo or not, its moisture content and the transportable moisture limit(TML)are measured. When the range of the moisture content is significantly less than the TML, it is judged based on the experience of safe carriage that the requirement is not applied to the cargo.

 

It was noted that there are numerous methods to determine the characteristics of liquefaction of materials. Furthermore, a part of members was of the opinion that a new practical method is needed to make a judgement without experience of carriage onboard.

 

Materials suitable for evaluating the liquefaction potential test

5 The members of the Correspondence Group investigated the materials described in the second paragraph of the terms of reference. To clarify the meaning of the paragraph of the terms of reference, it was pointed out that the materials suitable for evaluating the effectiveness of the liquefaction potential test are materials of which the effective size D10 is O.2 to 1.Omm.

 

It was noted that materials tested in Japan and Poland, i.e., granulated slags and sedimentary Galena, will be able to be used in the test conducted in the successive

Correspondence Group between DSC 5 and 6.It was also pointed out that copper, lead and zinc concentrates and Carol Loke iron ore concentrate are suitable for evaluation.
