2) Different approach will be needed such as, R&D coordination to be structured joining wide area of maritime industries aiming for challenging project on global scale which makes cooperation inevitable.
3) Also cooperative research organization should be lead by a strong responsible party under the spirit of equal right by equal contribution (scheme of merit sharing).
4) Looking from different angle, management of the R&D structure should be centralized, in order to develop new ideas and proposals. But the organization to actually carry out the R&D other than R&D on fundamental and elemental technology, should be set up on theme by theme basis in order to avoid the organization to subsist longer than necessary thus avoiding wastage of resources. Establishment of Center of Excellence (or Expertise) are discussed in Japan, but the above should apply.
3.2 Learning from Aviation Industries
Compared with shipbuilding industries, aviation industries seems to be managing matters much better. What can we learn from them?
3.2.1 The first key will be market research.
1) Market research should be implemented based on global and extensive information among worldwide maritime industries.
2) Strategic approach should be taken to develop unique products to meet more fundamental market needs.
3.2.2 The second key will be enhancement of technology by Cooperative R&D.
1) All related industries including equipment vendors shall be involved in R&D under a challenging target.
2) Namely, risk revenue partnership concept or similar to be introduced to utilize high technology available in the world with agility and reasonable cost. For this purpose, mutual trust must be created, but HOW??
3) Technology to increase reliability must be more enhanced.
