5. Further institutional building be pursued at regional/sub-regional levels as well as at a global level.
・ In October 1998, a bilateral agreement was concluded between Vietnam and Cambodia to facilitate cross-border traffic on the EW2: HCM City-Phnom Penh route.
・ In December 1998, a tripartite agreement was concluded among Thailand, Laos and Vietnam for the same purpose on the EW1: Danang-Savannakhet-Laem Chabang route.
・ These are considered effective conditions to secure anticipated development benefits from the projects for the time being.
・ In order to build more stable institutional environment, regional/sub-regional agreements and international conventions are necessary as reported. These engagements must be proven to be the most economical solution to enhance the expected development benefits further.
