Hong Kong. China proposes:

The heading of Section 1.A is amended as follows:
"A.   Ballast water exchange [for ballast which is intended to be discharged in the next port]". 27
Part A, Section 1.B

  B.  Non-release of ballast water

      Ballast water map be retained on board.
Proposed amendments Part A, Section 1.B

Hong Kong, China proposes:
The heading of Section 1.B is amended as follows:
"B  Non release of ballast water [when the ship is inside port area] [when the ship is inside area under a port State's jurisdiction]".
Part A, Section 1.C

 C.   Discharge to reception facilities
   If reception facilities for ballast water and/or sediments are provided by a port State in accordance with regulation 4(3), they shall, where appropriate, by utilized.
 Proposed amendments Part A, Section 1.C

Australia proposes the following:
  This Section should be consistent with Section 3.A, and clause C should include the word "may" instead of "shall" 28

27 It is considered that permanent ballast or ballast water which is intended for more than one voyage is not required to be exchanged before the next port.


28 In other respects Section 1.C should also be the same as Section 3.C.
