TERMS OF REFERENCE FOR ESPH FOR THE
DEVELOPMENT
OF ALTERNATIVE POLLUTION CATEGORIZATION SYSTEMS
1 Develop criteria for alternative systems including
3-category and 5-category systems, related to residual
quantity, in accordance with the Terms of Reference from
MEPC.
2 Develop such criteria on the basis of the new GESAMP
Hazard Profiles
3 Develop the criteria to be meaningful, simple, practical
and economically viable whilst ensuring maximum protection of
the environment and taking account of the environmental
impact of disposal of residues ashore.
4 .1 Apply categorization criteria to products as
new GESAMP Hazard Profiles are produced 1 by the GESAMP EHS
Working Group; and
.2 report the results of such categorization
procedures to BLG to facilitate continued monitoring of the
potential impact of the process and allow fine-tuning to be
continually applied.
5 Develop criteria in a similar manner for the application
of carriage requirements based on pollution hazards.
6 Report to the Sub-Committee of the progress made and
seek guidance for the work on the development of alternative
pollution categorization systems, recognizing the status of
ESPH as a working group of the Sub-Committee.
