GENERAL ACTION PLAN FOR THE BLG
SUB-COMMITTEE ON THE REVISION OF
ANNEX II TO MARPOL 73/78
| Objective: |
To develop criteria for alternative
Pollution Categorization Systems and Carriage
Requirements based on pollution hazards defined by
the new GESAMP Hazard Profile and draft texts of
amendments to Annex II, which should be accompanied
by their respective analyses for implications to
industry and Administrations; as instructed by MEPC
in MEPC 37/22/Add.1 (see also anticipated timetable
for revision of Annex II in appendix 1)

1 Request MEPC 42 to ask GESAMP to give priority to
re-evaluating all products in the IBC Code by 2001,
recognizing that additional resources may be required.
2 Instruct the ESPH working group to develop alternatives and
apply them in accordance with the attached terms of reference
(appendix 2).
3 Request MEPC 42 to recognize the time needed for the
exercise to be completed and adjust the target date for the
completion of Annex II revision accordingly [2002].
4 Develop text for the revised Annex II for alternative
Categorization Systems.
5 Continually monitor and assess the impact of any system
developed to the shipping industries and the Administrations,
as instructed by the MEPC.
6 Instruct the ESPH working group to continually fine-tune
categorization criteria in light of such impact analysis and
the data received from GESAMP.
7 Finalize criteria and text for Armex II.
