Outcome of the 1997 Bremen Conference on Safety in the Port Environment

SUMMARY

Executive Summary: BIMCO seeks the agreement of the Secretariat to reconsider the establishment of a permanent working group to monitor security issues involving seaports, including armed robberies against ships, drug smuggling and stowaway activity, and to identify and promote port security programmes aimed at preventing such activity.

Introduction

1    At the 4th International Conference on Safety in the Port Environment (Bremen, 14 to 16 April 1997) a recommendation was made calling for the establishment of a permanent IMO/BIMCO Working Group to constantly observe piracy and violent attacks, developments in the area of illicit drug trafficking and stowaway activities on a global basis (MSC 69/2/6, paragraph 3).

2    Recognising the Committee's leading role on piracy and armed robbery matters, the FAL Committee agreed to convey this issue for consideration and action as appropriate (MSC 69/2/6, paragraph 3).

3    At MSC 69, the Committee observed that IMO was already carrying out the recommended activities through the collection from, and dissemination to, its Member Governments and international organisations of reports of piracy and armed robbery against ships, and that this would be further followed up with the planned missions of experts to selected countries and the regional seminars aimed at explaining and encouraging the implementation of the IMO guidelines and recommendations for the prevention and suppression of piracy and armed robbery (MSC 69/22 paragraph 16.20).
