10 As in the case of the IMO mission to the Far
East, the co-operation of the Brazilian authorities and the
confirmation from their part of their Goverment's political
will to combat armed robbery in national ports was
acknowledged by the visiting IMO group; and their commitment
to improved results in the near future was appreciated.
11 During evaluation of the national reports on
the piracy/armed robbery situation in their countries
presented by the delegations attending the seminar and
workshop, two important features, characteristic of the
prevailing situation in Latin America, emerged:
- the modus operandi of pirates and armed robbers
substantially differs from that in the Far East region with
most of the attacks in Latin America taking place while ships
are at berth or at anchor; and
- drug-related piracy may increase in future unless a concerted
effort is promptly undertaken by the countries concerned.*
12 The seminar and workshop, whilst recognizing
that, with the involvement of a considerable number of
national authorities sharing responsibility on the issue,
bureaucracy was inevitable, co-ordination of any activity
undertaken in this respect should be vigorously sought at all
levels.
13 The seminar and workshop unanimously adopted
resolutions on:
.1 Prevention and suppression of piracy and armed robbery
against ships (resolution 1);
.2 Apropriate and uniform punishment of piracy and armed
robbery against ships crimes 2 (resolution 2); and
.3 Expressions of appreciation (resolution 3)

14 The Committee is invited to note the above
information and also note that full reports on the above
missions and seminars/workshops will be submitted to MSC 71.
*The Brazilian seminar and workshop agreed the matter
should also be considered by the FAL seminars financed by the
Government of the Netherlands to be conducted in several
Latin America countries in the near future.
