Comments on MSC 70/11/12 submitted by Greece regarding the IMO Rules and
Recommendations on Navigation through the Strait of Istanbul, the

INTRODUCTION:

This document is submitted in accordance with the provisions of paragraph 45.4 of the Guidelines on the organization and method of work of the MSC and MEPC and their subsidiary bodies (MSC/Circ.8 1 6 and MEPC/Circ, 331).

1    The Traffic Separation Schemes (TSS) and associated Rules and Recommendations on Navigation, through the Strait of Istanbul, the Strait of Canakkale and the Marmara Sea, hereinafter the Turkish Straits, have been adopted by IMO in 1994 on the basis of proposals by Turkey.

2    The excellent safety record in the Turkish Straits, following the implementation of the TSSs and associated Rules and Recommendations, attest to their necessity and crucial importance at a time when the already dense traffic is growing rapidly.

3    Associated Rules and Recommendations set forth in SN/Circ. 166 fonrm an integral part of the TSSs and should therefore be dealt with in con_junction with the TSSs. It follows that any amendment to the Rules and Recommendations should be initiated by the only coastal State, Turkey, since for centuries this sea area is recognized as the inland waters of Turkey.

4    In Section 3.4 of the General Provisions on Ships' Routeing, it is stipulated that IMO shall not adopt or amend any routeing system without the agreement of the interested coastal State.
