Introduction
1 The Maritime Safety Committee at
its
sixty-ninth session adopted the
Mandatory Ship
Reporting System for the Straits
of Malacca and
Singapore known as STRAITREP.
The STRAITREP will come
into foree at 0000 hours UTC
on 1 December 1998. The
primary objective of STRAITREP
is to improve
navigational safety and the prevention
of marine
pollution in the Straits of Malacca
and Singapore.
Year 2000 problem
2 As provided in Assembly resolution
A.851(20), a ship reporting system
should provide for
special reports from ships concerning
defects or
deficiencies with respect to
their hull, equipment or
manning or concerning other limitations
which could
adversely affect navigation.
Indonesia, Malaysia and
Singapore are of the view that
a ship with equipment
not being Y2K compliant could
be considered to have
defects, deficiencies or limitations
and would be
required to report this essential
information under
the mandatory ship reporting
systems. The Y2K problem
has been elaborated in IMO MSC/Circ.868
entitled“Addressing
the Year 2000 Problem”dated
27 May 1998.
Amendment to Mandatory Ship Reporting System,
STRAITREP adopted by MSC 69
3 Indonesia Malaysia and Singapore
require the Y2K compliant information
in the messages
to be sent by ships to the coastal
States under
STRAITREP. The Information would
be part of the
deficlencies, which would affect
navigation as
approved by MSC at its sixty-ninth
session. To do so,
the three littoral States propose
to amend the
designator "Q" in Appendix
4 of S/N
Circ.201 dated 26 May 1998. The
existing row“Q”should
be deleted and replaced with
a new low“Q”with a
footnote at the end of the table
as follows:
