- To reflect correctly an
operational aspects of WIG Craft it is needed to change
In Part "A" of COLREGs the definition of word
"vessel" and also to include the definition of
word "WIG Craft".
The following draft text is proposed:
Rule 3 - General definitions
- (a)
- The word "vessel"
includes every description of water craft,
including non-displacement craft (including
WIG-craft) and seaplanes, used or capable of
being used as a means of transportation on water.

The word "WIG craft"
means a multimodes high-speed craft on dynamic
air cushion which at the main operational mode of
flight near the water surface or some other
surface is supported in the air mainly by an
aerodynamic lift generated on an air foil (foils)
utilising the effect resulting from the proximity
of such a surface.
2.2.2 Part B - Steering and sailing
rules
.1 It is proposed to add the
following new subparagraph (f) to Rule 18:
Rule 18
- (f)
- The WIG Craft when take-off
landing and flight near the water surface shall
avoid impeding navigation of all other vessels.
2.2.3 Part C - Lights and shapes

- It is offered to apply the
requirement of a Rule 23(b) about exhibition by an
air-cushion vessel of an all-round flashing yellow light
also to WIG Craft and to add a new paragraph to WIG Craft
on cases of take-off, landing and flight near the water
surface. The following wording is offered:
Rule 23
- (b:)
- An air-cushion vessel and WIG
Craft on the water when operating in
non-displacement mode shall, in addition to the
lights prescribed in paragraph (a) of this Rule,
exhibit an all-round flashing yellow light.
- (c)
- The WIG Craft when take-off.
landing and flight near the water surface, in
addition to mentioned above all-round flashing
yellow light, shall exhibit an all-round flashing
red light.
.2 It is offered to apply the
requirement of a Rule 31 to WIG Craft by stating it in
the following wording:
Rule 31 - Seaplanes and WIG craft
Where it is impracticable for a
seaplane or a WIG craft to exhibit lights and shapes
of the characteristics or in the positions prescribed
in the Rules of this Part she shall exhibit lights
and shapes as closely similar in characteristics and
position as is possible.
Action requested of the Sub-Committee
3 The Sub-Committee is invited to
consider the above proposals on possible amendments to
COLREGs to take into account operational aspects of WIG Craft
and to take action as necessary.
