1 NAV 43 requested that
the IM0/IHO Harmonising Group
on ECDIS (HGE)
reconsider proposals made to
the Meeting dealing with
above matters (paragraphs 7,15
to 7.29 of NAV 43/15).
At the HGE Meeting, held at the
IMO on 15-16
September 1997, HGE was unable
to obtain consensus on
the Issues and have now advised
IMO accordingly. In
an effort to resolve these important
matters, and to
attempt to prevent further delays
in their
consideration an IHO meeting
on HGE matters was held
at the International Hydrographic
Bureau (IHB) in
Monaco from 23-7-4 February 1998.
The intention was
to make recommendations to IMO.
Thereafter the Member
States of the International Hydrographic
Organization
(IHO) were polled for their views
on a Performance
Standard for RCDS (IHO Circular
Letter 15/1998) and
the results have been analysed
and, with the
proposals of the Meeting, submitted
for consideration
by NAV 44.
2 The IH0/IMO HGE was responsible
for
the development of the Performance
Standards for
ECDIS which were accepted as
the standards by IMO at
its Assembly in November 1995
[Resolution A.817(19)].
Member States of the IHO, and
some commercial
organizations, have been developing
the Electronic
Nautical Charts (ENC) for some
considerable time and
the IHO Member States are committed
to the completion
of world-wide coverage of ENCs
as soon as possible.
While much progress has been
made, large areas of the
major intemational shipping routes
have not, as yet.
ENC coverage at the required
scales and those that
are available may not have been
fully quality
assured.
3 As the demand to provide ENCs for
ECDIS is increasing, some Hydrographic
Offices of IHO
Member States have proposed an
interim solution in
the form of the Raster Chart
Display System (RCDS)
making use of Raster Navigational
Charts (RNC). This
system is designed to fuel ECDIS
when ENCs are not
available and are intended to
be used in conjunction
with the relevant paper charts.
The Member States
involved in the production of
Raster Navigational
Charts have not proposed that
this should be the only
interim solution but that as
RCDS is based on
verified information held by
Government authorised
