ENC data for ECDIS is
not yet available
in many areas.
ECDIS when used
in the RCDS mode with
RNC data provides
an electronic chart
system for most
areas for which ENCS
are not available.
Hydrographic
Offices take
the same liability for
RNCS as they
do for their paper
products. An
increasing number of
vessels use ECDIS
in the RCDS mode
and mariners
confirm that it improves
safety of navigation.
It is therefore
important that
a performance standard
should be adopted
for ECDIS when used
in the RCDS mode. |

1 Hydrographic Offices
around the world are working
hard to produce the
vector Electronic Navigational
Charts (ENCs)
necessary for use in Electronic
Chart Display and
Information Systems (ECDIS).
However, the creation of
reliable and comprehensive ENCS
is complex and
progress has been slower than
anticipated.
2 While attention has been focused
on
the availability of ECDIS and
ENCs. Raster Chart
Display Systems (RCDS) have also
been developed. RCDS
provides many, but not all, of
the features of ECDIS.
A number of national Administrations,
including the
sponsors of this paper, support
the use of RCDS as an
interim measure to increase the
safety of navigation
In areas where official ENC data
has yet to be
produced.
3 RCDS is an altemative mode of
operation for ECDIS, which uses
raster charts
produced by 3 government Hydrographic
Offices for
those areas where ENCS have yet
to be produced. The
use of ENCs when available, and
official raster
charts elsewhere, is referred
to as the“dual-fuel”
concept.
4 RCDS charts are known as Raster
Nautical Charts (RNCS). An RNC
is an accurate
facsimile of an official paper
chart. It provides an
up-to-date, geographically precise,
distortion-free
image of the paper chart for
use in an electronic
chart navigation system.

printed in a limited
number. Delegates are
kindly asked to bring
their copies to
meetings and not to request
additional
copies.
