Draft Guidelines for Electronic Chart
Systems (ECS)
(HGE 18/2 rev.3)
1. INTRODUCTION
1.1 These guidelines are intended to
assist manufacturers in designing, and users in assessing and
using, an Electronic Chart System (ECS).
1.2 Note that the word “should”
in the guidelines does not imply a requirement.
2. DEFINITION
2.1 The ECS is an aid to navigation
which, when interfaced to a position-fixing system, displays
the ship's position on a chart, and may have the capability
of combining other navigation-related information such as
radar. It is intended as a contribution to safe and effective
route planning and monitoring.
2.2 The ECS is not equivalent to the
paper chart, and does not meet the requirement for ships to
carry up-to-date charts in accordance with Chapter V of the
1974 SOLAS Convention.
3. PROVISION AND UPDATING OF CHART
INFORMATION
3.1 The most detailed and accurate
data available for the intended use should be provided
3.2 Vector data, raster data or a
combination of both may be provided. Note that different
functions are available depending on the type of data used.

3.3 It must be possible to identify
the organization who has produced the chart data for the ECS.
3.3.1 Chart data from a
government-authorised Hydrographic Office should be used when
it is available and in a form appropriate for the intended
application; [ or
3.3.2 Chart data from a source other
than a Hydrographic Office may be used. Such data should
comply with industry-developed standards.]
3.4 A means should be provided to
show the scale, or level of detail and accuracy, and the
originating source, of the displayed data. Areas for which no
data is provided should be Identified. chart.
3.5 The geodetic datum of the chart
informatron should always be available
3.5.1 If the geodetic datum of the chart
is not WGS '84, the datum shift required to ensure agreement
between the chart and WGS '84 positions should be given. A
means to insert this shift should be provided and a notice
given when a position shift is in effect.
3.5.2 If either the datum or the datum
shift is not known, the mariner should be warned of this.
