Draft performance standards for Raster Chart Display Systems (RCDSs) and Draft Guidelines for Electronic Chart Systems

Note by the Chairman of the IM0/IHO Harmonization Group on ECDIS (HGE)

1　　　　As requested by the Sub-Committee on Safety of Navigation (NAV 43/15, paragraphs 7.29), the HGE meeting held on 15-16 September 1997 at IMO Headquarters In London considered the Draft Performance Standards for Raster Chart Display Systems (RCDSs) and the Draft Guidelines for Electronic Chart Systems (ECSs) that were referred back to them by the NAV 43 meeting held in July 1997. HGE was also requested to submit recommendations in time for the NAV 44 meeting in July 1998.

2　　　　New Draft Performance Standards and Draft ENC Guidelines were prepared and while a majority of the HGE delegates supported the Performance Standard, no approval could be obtained in regard to the Guidelines. It had been hoped to obtain consensus on both issues but as this proved unlikely, the meetlng closed without either of these matters being resolved.

3　　　　The new HGE Chairman made an attempt to resolve the outstanding issues prior to the NAV 44 Meeting and if possible obtain authority to hold an interim HGE meeting to finalize these matters. Discussions by correspondence, and by an informal IHO meeting on HGE matters were held. No authority could, however, be obtained for an interim HGE meeting to be held at which the results of the IHO meeting could have been discussed and possibly approved. The results are being submitted to NAV 44 as an IHO paper.

4　　　　As the HGE meeting was unable to finalize the issues, the redrafted Performance Standard for RCDS (annex 1) and the Guidelines for ECS (annex 2) are submitted to IMO, as they are, with a request that they be considered, with the submissions from IHO by the Technical Working Group of NAV 44.

5　　　　To avoid the possibility that future problems will remain unresolved, it is formally requested that the Maritime Safety Committee approve two meetings of HGE for the period up to NAV 45.
