PRELIMINARY DRAFT SN CIRCULAR
GUIDELINES ON THE SAFE OPERATRIONAL USE OF
RASTER CEART DISPLAY SYSTEMS (RCDS)
1 The Maritime Safety Committee,
at its [seventieth session (7 to 11 December 1998)] adopted
Performance Standards for Raster Chart Display Systems
(RCDS).
2 The above noted Performance
Standards define the use of an ECDIS in the RCDS mode of
operation when ENCS are not available. RCDS with adequate
back-up arrangements, used together with an appropriate folio
of up-to-date paper charts deternined by the flag State, may
be considered as meeting regulation V/20 of the 1974 SOLAS
Convention.
3 It is noted that world-wide
geographic coverage of ENC data for use with ECDIS
(resolution A.817(19)) will not be available for several
years. However, in those geographic areas where ENCs are
available, the system should be used in the ECDIS mode of
operation.
4 Member Govemments should ensure
that mariners are advised that the system, when used in the
RCDS mode of operation, does not have the full functionality
of ECDIS.
5 Member Governments are invited
to bring this circular to all parties concerned
