INTERNATIONAL CONFERENCE ON PREVENTlNG
COLLISIONS AT SEA
held at Dalian Maritime University
1 Introduction
An International Conference on Preventing Collisions at
Sea was convened at Dalian Maritime University, China, from
22-25 September 1996.
The Conference was held under the auspices of:
- Dalian Maritime University;
- University of Southampton; and
- The International Maritime Organization.
Chairman of the Conference was Admiral E.E. Mitropoulos,
Director, Maritime Safety Division, International Maritime
Organization.
Co-Chairmen of the Conference were:
- Prof. WU Zhaolin, Vice-President, Dalian Maritime
University, China; and
- Prof. W.G. Price, Head of the
Department of Ship Science, University of Southampton, United
Kingdom.
2 Audiences
The Conference was attended by participants from the
following countries/organizations:
The United Kingdom, France, Germany, Norway, the
Netherlands, Sweden, Poland, Israel, Japan, Denmark, the
United States, Singapore, Australia, China, IMO, Chinese
Institute of Navigation, the French Institute of
Navigation, the Nautical Institute, the Japanese
Institute of Navigation, the Royal Institute of
Navigation, the International Association of Lighthouse
Authorities, the International Association of Institutes
of Navigation, the International Maritime Pilots
Association, the International Salvage Union, the United
Kingdom P & I Club, the International Maritime
Lecturers Association, the Arabic Institute of
Navigation, the Italian Institute of Navigation, Korea
Marine Policy Foundation and Hill Taylor Dickinson.
The Associate Member of IMO, Hong Kong*, also
attended.
*Has since 1 July 1997 become a Special
Administrative Region of the People's Republic of China and
continues to be an Associate Member of IMO using the name
"Hong Kong, China".
