Non-stop service refers to an administrative service that is available 24-hours a day, everyday of the year. This attempts to meet the demands of changing lifestyles, a similar concept to the 24-hour convenience stores and family restaurants.

The "24-hour City Office" in the USA, for example, makes it possible to renew your car registration, pay traffic fines, etc., at any time of the day In Japan too several local authorities have automated the issuing of "Residents' Registration forms" through a machine, and there are plans to extend the service hours of machines such as these. The public may look forward to the convenience of automated service counters placed at railway stations or convenience stores in the near future.

With increasing computerization and use of the information network, so too has the need grown to provide better and faster services. Computerization has, in fact, cut across the physical barriers of government agencies (both national and local) and private enterprises to such an extent that delivering a "fully integrated seamless service" is no longer an impossibility.
