(1) Those who believe that although the office has rules on ethics, it is not especially serious about the practice of these, and that, unethical behavior might in fact serve both their interest and the interest of the organization as a whole, much better.

(2) Those who are afraid to act independently, and who are easy to succumb to group pressure and be led into unethical behavior.

(3) Those who would misconduct themselves for self-interest(corruption cases are a typical example)

(4) Those who are unaware that they are engaging in unethical activities.

 

Among these, types (3) and (4) may be guided through an ethics awareness program to instill a proper code of ethics. For types (1) & (2), however, top management must lead by good example.
