5-6 Government Officials under Public Scrutiny

High standards of ethics are required not only from public officials but also in other professions. Public employees, however, must observe their codes of discipline more strictly than private sector employees.

(Discussion Points)

・Do you think that the reaction by the public or mass-media to a traffic accident caused by a public official under intoxication is different from the one to a traffic accident caused by a person in another profession ? If so, why is that ? Do you think that the reaction differs in strength according to the occupation of the government employee involved(for example, police officer, teacher or clerk) or the rank of official concerned(department director, unit chief or junior member of staff) ? If so, why is that ?

・If public officials play golf or go to restaurants with contractors, how do the public view such conduct ? Do you think that there is no cause for concern if public officials pay their own share of the bill ? In cases such as this, would public reaction differ according to the occupation or rank of the official concerned ? If so, why is that ?
