Public confidence requires not only a level of trust in the quality of government programs but also unreserved reliance on the public employees responsible for implementing these. Confidence in government officials depends on the level of discipline they display in areas such as protecting public interests, and maintaining fairness and neutrality in government activities. Supervisors, in a leadership capacity, must be sensitive to the issue of raising the morals, morale and ethical standards of their immediate staff.
