HOW TO USE THESE MATERIALS

 

。?Training Topics

This material is divided into six chapters; the responsibilities of public officials, effective & efficient government administration, the role of supervisors, how to guide junior staff, ethics and improvements in the public service. Within these six chapters, there are 66 topics. Time permitting, it is better that this material be read from cover to cover. If this is not possible, you may find it beneficial to refer directly to particular topics according to your training needs.

。?Who This Material Is Aimed At

This material deals with the basic principles of conduct expected from government employees, and as such, it is extremely useful for every level of government employee. This material is particularly suitable for first level supervisors and government employees behind service counters who are in frequent contact with people.

。?How to Use This Material

This material aims to make trainees aware of the basic principles of conduct expected from government employees. To begin with, please follow and participate in a short debate on the "discussion points" for each topic with other trainees. When this has been completed, refer to the related "sheet" which introduces further information on the topic. Using these sheets, reassess opinions expressed in the previous discussion or pursue an additional debate based on the information provided in the sheets. These sheets present ideas but the answers provided are not necessarily the only ones that are correct. Please also make use of the case study sheets to deepen your own personal understanding of the topics.

You may find that you need a moderator for the debate to run smoothly. This moderator doesn't have to be an instructor acquainted with the topic. Training participants themselves can act as moderators in turn. A person with previous experience of this material may act as a moderator at subsequent training courses. Participants are not required to reach a fixed conclusion. The point to be observed is that there should be an open exchange of opinions & ideas. The moderator must be careful not to force his/her opinion on participants or direct the group to the information in the sheets before every participant has fully expressed their opinion on the discussion points.

The maximum number of trainees at one time is preferably twenty. These may be divided into groups of three to five people. Each group can have a discussion of its own and this may be followed by a debate among all the participants based on the arguments of each group. Alternatively, this training material may be used as a self study aid apart from group training.
