The college acts as the Japanese liaison office Of EROPA, or Eastern Regional Organization for Public Administration, which has 13 member countries. It also acts as the Local Administration center of EROPA, providing international study and training on local administration management for high-ranking officers of countries mainly in the Asia Pacific region, and issues English theses on the local administration of each country. In the autumn of 1996 a study meeting on "administrative reform in line with economic reform" was held in Vietnam. The meeting was attended by representatives of 19 countries, and enthusiastic discussions took place. In the Executive Director Meeting, the representative from Japan took the chair.
