・Information infrastructures in the new age: Basic Resident Register Network

An information system which links all local authorities is needed in order to support a decentralized, aging and highly-informationalized community.

After reviewing the policies of foreign countries, the Local Administrative Bureau is now preparing a new network system to identify residents on the basic resident register. This system will make administrative work simpler and more efficient and improve the quality of public services.

In the future, as we enter a 'New century pioneered by local autonomy', a Basic Resident Register Network will, it is hoped, be introduced as soon as possible, after it has been widely discussed in all quarters, including the local authorities..

 

Local Public Service Personnel Department

 

A staff of 3 million supports our local communities. The Local Public Service Personnel Department is working to develop and improve the local public service personnel system in order that local government employees can work comfortably and with the trust of local residents.

 

・Looking at the local public service personnel system in the age of decentralization

Fifty years since the establishment of the local public service personnel system, the thoughts of many turn to a reform of the system. The Local Public Service Personnel Department is reappraising the system which supports the local government employees responsible for the promotion of decentralization

 

・An ideal local public service personnel system to keep up with changes in the socio-economic situation

・Personnel management to cope with the aging society

・Complying with international labor standards, discussed at the ILO

・Promotion of human resources development though the establishment of a manpower-development system

・Recruitment of excellent staff to work for local administration of the future

 

・Improvement of the working environment

The department makes an effort to improve working conditions for local government employees.

Some examples:

・Greater support for a leave system, such as leave for infant rearing and leave for nursing family members.

・Support for enrichment of the life plan .

・Enrichment of mutual aid systems such as pensions, medical insurance and welfare programs

・Making the workplace pleasant so that local government employees can work comfortably; strengthening of disaster compensation schemes

・Encouragement to take longer vacation times more often
