Role of data and information in oceanographic research

Abstract
Data and information are essential for any research and exploitation of the ocean. The role of the data is illustrated by using a three-pipe problem concept of Sherlock Holms. Recent requirement for oceanic data management, and the strategy of the Marine Information Research Center which was established in April, 1997 are reviewed. Possible new method of quality control using abnormal value is discussed, too. In the last part, some examples how new findings in oceanic observations had changed world trend of oceanographic investigations are given.
1.はじめに
研究を遂行していく上で、データあるいは情報がどのような位置を占めるかを先ず考えてみたい。1991年に海洋データに関するシンポジウムに出席した連合王国のプー博士(潮汐学の権威)が、「日本人にはシャーロック・ホームズのファンが多いと聞いているので」と前置きして、興味あるスライドを示してくれた。その内の何枚かを利用して話を始めることにする。これらはコナン・ドイルの探偵小説のどこかに現れるのであろうが、私は不勉強でどこから引用されているかは知らない。
先ず、図1である。さしずめ「データも集めないで理屈をこねたり、分かったような結論を出すのは大変な間違いよ」とでも訳するのだろう。シャーロック・ホームズの天才をもってしても、データがなければ何も出来ないのである。カルナップという論理実証主義の哲学者が「観察だけからは、決して理論言語を得ることが出来ない」と言っているが、科学研究は観測・データを基にして仮説を立て、さらにその仮説を観測・データで検証するというプロセスを経なければならないことを示すもので、データ・情報の役割は科学研究において常に本質的なのである。
