1998 Overview Report
Introduction
This report is a comprehensive review on the 1998 Freedom of Navigation Project. Since the very beginning of this project in 1997, the project has bore more fruits than initially expected. The publication of the Bible of the Sea series is a representative achievement. Incessant orders of hard copies of the series from a wide range of interested potential readers--both governmental and non-governmental organizations and individuals--well indicate the high degree of the contributions the project has made to the public. This report has found that the 1998 Freedom of Navigation Project has made various and far-reaching contributions not only to the domestic public but to overseas governmental and private intellectual sectors as well. In this sense, this project is growing both domestically and internationally with resounding achievements, expanding far beyond any other public education projects on maritime issues, if any, could really go. This report is a comprehensive review on such achievements with constructive comments and suggestions for the future course of the project.
