REPORT FROM WG3-TANKERS
1. Introduction
This report covers the period between the Working Group 3 (WG3) meeting in Kista in October 1996 and the meeting held on Monday 12 October here in Houston.
2. Members
There are 12 members in the group.
A special thank is to be given to Mr Martinsen, Mr.Reinecke and Mr sharman for their exceptional contribution in the preparation of the document 18/826/CDV and in the preparation of the FDIS.
Many experts like Mr Hall and Mr Cogliolo gave a valuable contribution.
3. Meetings
Two three days meetings were held after the Kista meeting in Genova on April 1997 and April 1998 with the main scope to prepare a CDV and to discuss the comments received.
4. Progress
The CDV document produced during the 1997 meeting was voted and approved by 15 P members. The UK voted against with a number of valuable technical comments.
During the 1998 Meeting the CDV document was revised taking into account the comments received with the intent to obtain a general consensus on this important document, and the result of this meeting is included in the document 18/849/RVC
The work of WG3 is now completed and it is the wish of the WG that the Standard be submitted for publication.
A revised document to be circulated as an FDIS has been approved here in Houston.
5. Relations with IMO
IMO was informed about the work done with the document MSC 69/20/6.
The MSC was invited to take the proposal into consideration with regard to modifications to SOLAS, IBC and IGC Codes and to instruct the Sub-Committees concerned to look into the matter once the revised IEC 60092-502 becomes available.
After this meeting an FDIS will be available, therefore the actions with respect to IMO shall continue.
The FDIS will made available to the IMO MSC71 in February 1999 at the latest and the procedure activated in IMO should lead to the approval of modifications to SOLAS in May 2000, to the adoption in December 2000, to the acceptance for entry into force in January 2002 and to the entry into force in July 2002.
During the WG3 meeting a detailed proposal of modifications required to SOLAS was agreed and the text is enclosed.
6. Relations with IACS
IACS will be informed about the progress made and a copy of this report and its enclosure should be sent to the IACS.
7. Convenership
I will leave the convenership of this WG because of my new position within IEC and Mr Sharman will continue the task of this WG3.
