Maintenance cycles-proposals for discussion at the meeting of 14-16TH October, 1998
Administrative circular 53/AC gave information on the new procedure for the maintenance of IEC publications. This new procedure became effective as of 1998-06-01. It supersedes and replaces the old Systematic Review procedure.
The major elements of this new procedure are given below:
・ the programme of maintenance of publications will be included in the Strategic Policy Statement (Section E) and will be the subject of approval by the Committee of Action,
・ if amendments are needed before the next series of scheduled changes according to the maintenance programme, then a request will have to be submitted to the Committee of Action for approval,
・ committees will have to set up one or more Maintenance Teams or use existing Working Groups whose task is to keep a standard or set of standards up to date.
In light of this new procedure, it is proposed that the maintenance of TC18 publications is discussed at the next meeting.
The objective is to complete the information needed in the new Section E of the SPS, see Annex 1.
To achieve this objective, it is proposed to use the working document, see Annex 2, which is a compilation of all TC18's publications, including those under development at the present time with information on:
・ date of publication,
・ next review date under the old, now defunct Systematic Review procedure,
・ the WG involved in the original development of the publication.
Based on this background information, the next review date should be estimated taking into account the stability of the publications, because of TC18's horizontal function but also the need for amendments or revision brought about by changes in technologies and industrial practices.
An estimate of the time needed to revise the publication, if considered necessary will then give the information requested in Section E of the SPS on the "Publication date for proposed amendment or revision".
Finally, each publication will have to be allocated to either a Maintenance Team or existing Working Group ensuring that this gives an acceptable work load.
The TC18 delegates are requested to study this information and come prepared to discuss the maintenance of TC18's publications at the next meeting.
