GE = If there is no limit to the amount of time, systems have to add up the signals emitted by the target (thermal radiation) , any system can in principle "identify" any difference in temperature. It is therefore questionable, whether such data can be used for rating different systems on their technical merits.
For this reason, reference to a time limit must be added to Chapter 2 - "VALIDITY" paragraph 2.
