ISO/TC 8/SC6 and IEC TC80 joint project team on "Night Vision Equipment for High Speed Craft"

Minutes of a preliminary meeting of experts held at CIRM headquarters 14th&15th October 1998.

1. Review of the draft IMO performance standard for night vision equipment for HSC.

It was felt that before any progress could be made on the draft ISO/IEC standard, the IMO performance standard should be reviewed and proposals drafted for input to NAV 45 in September 1999. This would take the form of an input paper from IEC or CIRM or both.

Changes were made to the functional requirements in section 5, especially to the test target shape, for easier testing under all conditions, the numbers of available fields of view, the pan and tilt ranges, and other editorial matters.

As a minimum performance standard it was felt that there should be only one mandated field of view, and that others could be provided as long as they easily reverted to the mandated view.

It was also felt that it was only necessary to pan 20 degrees either side of the bow, but larger ranges should be allowed.

The tilt range was thought to be unnecessary and this was changed to a vertical trim facility with a total range of 10 degrees.

The operating hours counter was removed as being unnecessary and not in line with any other IMO equipment.

The size and shape of the test target was discussed at length and eventually it was decided that a box was a better simulation of what is found at sea than a plate. It was also decided that it would represent the temperature conditions of targets more faithfully.

A video output for recorder was specified.

The proposed draft is attached as document NVE JWG ISO/IEC doc 4.

However more work needs to be done to the later sections (handbook etc) before this is ready as an input paper to IMO

2. Testing needed to satisfy the IMO performance standard

A table was drawn up of the tests that would be needed to fulfil the IMO performance standard especially the "performance check" to be carried out during environmental test conditions. There was some difficulty in establishing a suitable check of the "camera" that would work in the various different test chambers and information is still needed on suitable tests.
