It is added that Mr. Griffiths, the IEC/TC80 secretariat, and Prof. Iijima, both of whom attended the NAV session, met and agreed to deal with the item as the joint program of IEC/TC80 and ISO/TC 8/SC 6.
9.3 Magnetic compasses for lifeboat use
At the 41st IMO/DE session, the amendment problem of SOLAS Chapter III was considered, and Germany proposed the test of magnetic compasses to be carried in lifeboats and rescue boats.
The DE session considered it and agreed as follows:
"With regard to magnetic compasses, ISO/CD 613 which is a standard for class B magnetic compasses has been prepared by ISO/TC 8 for the moment. The proposed contents are in conformity with the current ISO standard, and there is no problem with them. However, at present, ISO is deliberating the draft amendment. Therefore, the DE should launch IMO's amendment work on magnetic compasses for lifeboat use, after ISO's amendment work has been completed."
Accordingly, the SC 6 secretariat is planning to produce a report on the SC 6's consideration about the standard for compasses so as to answer the request made at the last ISO/TC 8/AG Lisbon meeting on this subject, and to send ISO/DIS 613, now under amendment, to Mr. Hopkins, after the amendment, together with the said report.
9.4 Amendment to ISO standards for navigational equipment
Some participant at the ISO/TC 8/AG Lisbon meeting pointed out at the meeting, with reference to the amendment to ISO standards for the navigational equipment developed by SC 6, that the interval between amendments to ISO standards is too short. The SC 6 secretariat, Prof. Iijima (SC 6 chairman), and Prof. Shoji, who has, as project leader, been responsible for many ISO standards for navigational equipment, went over this problem together.
As a result, SC 6 maintains its course of action as before in developing ISO standards in such a way that they become compatible with IMO performance standards when IMO's are specified or amended. This is because the specification or amendment of ISO standards to be carried out to maintain their compatibility with the specification or amendment of IMO performance standards is based on the following:
"(1) SC 6 supports the IMO's position that performance standards, etc. for navigational equipment which takes in the most updated electronic technologies, etc. are necessary in order to insure the safety of ship navigation.
(2) This matter is in line with the policy of IMO-Link (specifying or maintaining ISO standards in conformity with specified or amended IMO performance standards), which is in progress by the efforts of ISO/TC 8 at present."
Additionally, we agree in principle with the opinion to the effect that ISO standards should be specified with respective items prioritized, for the whole spectrum of performance standards for navigational equipment specified or amended by IMO, even when the ISO standards are not specified or amended urgently. However, we will consider item by item respectively how to prioritize them.
With regard to the draft amendments to ISO standards developed by SC 6, we try to be careful so as not to cause confusion among standards users when they use new and old ISO standards, by means of attaching Annexes which show:
(1) amended points between the ISO draft amendment and the ISO standards before amendment, and
(2) a list of corresponding item numbers between the IMO's performance standards and ISO's draft amendments.
