Other measures which might be developed and put into effect would include safety management control on the transport of dangerous goods within the framework of the ISM Code, quality control of firms involved in packing and handling dangerous goods, training courses and qualification system for persons engaged in the transport of dangerous goods, etc.

 

Proposal

 

4 Bearing in mind the discussions made during MSC 69 on the Japanese proposal for an inspection scheme (MSC 69/9/2) which concluded in disapproval of the proposal, Japan does not suggest at this stage any concrete implementation measures to be prescribed in SOLAS chapter VII, but proposes to include general provisions which would place obligations on Contracting Governments to take appropriate measures to promote or improve effective implementation of the IMDG Code requirements. Until such time as the Organization develops specific implementation measures, the type of measures to be taken would be left to each Contracting Government.

 

5 In the light of the above considerations, Japan proposes to add the following new regulation XX to part A of chapter VII of SOLAS 74:

 

Regulation XX

 

Measures for implementation

 

Contracting Governments shall take appropriate measures to ensure effective implementation of the requirements of the IMDG Code."

 

Action requested of the Sub-Committee

 

6 The Sub-Committee is invited to consider the above proposal and take action as appropriate.
