necessary and should take high priority in all nations. Only by correction or elimination of the offending health hazards can we achieve quality of life for ourselves and our posterity.

HIV infection in adults, infants and children will continue to be a major health and social problem until the disease is preventable and curable. Many resources will be required for research and to sustain and bring quality of life to this potentially large group of people. Infectious diseases have acute and chronic phases, and we will always have to face their threat. We must never forget the ravaging effects of smallpox, tuberculosis, polio, plague, etc; now the Ebola virus is present and waiting in Africa.

The "Four Freedoms" stressed by the American President, Franklin Delano Roosevelt, are paramount to all people. (Slide) His four freedoms were: 1) freedom of speech, 2) freedom of worship, 3) freedom from want and 4) freedom from fear. First we need food, clothing, shelter and comfort, education, health, and we must be able to help those who are in need.

We all seek freedom from fear, of war, especially atomic war, famine, and pestilence. You have experienced the horrors of atomic war. We seek relief from the excesses of nature, e.g. earthquakes, storms, tidal waves etc. Thanks to satellite and television systems, early warnings can help us prepare for bad weather. Each citizen should have certain inalienable rights. All men, women and children should feel safe wherever they go. I was most impressed with your constitution and its amendments. The anti-war clause is commendable, and the rights bestowed on women and, especially the rights of children, indicate the great purpose and commitment of Japan to equality. We have had to add amendments to our constitution to abolish slavery, to obtain women's suffrage and to obtain the right of vote for our 18 year old adolescents. There are now
