This shows the development of public sewer systems in areas of population concentration in Japan. Though it has reached a level of almost 70% in those areas, development still lags behind in rural areas and, over the entire nation, the rate is no more than 42%.

The second source of contamination is household refuse and industrial waste. As life becomes more prosperous, there is an enormous increase both in the quantity of refuse that is generated in the household and the quantity of industrial waste.
