11.4 Financial Alternatives
11.4.1 Contribution of State Government
This project basically will be a Built - Own - Operated - Transfer (BOOT) project. This means a private concessionaire will build the facilities of ELRTS then own and operate them during a certain years. Finally a property of the project will finally belong to Government after operating periods. Usually the public sector does not directly participate the management of the concessionaire's business at least during the operating periods. However, as the Government of Karnataka is a full partner in the ELRTS project, Government has agreed to funding 25% of the project costs and lands which will be used for the right-of-way, station sites and depots.
