(10) Postponement of investment
Only 46 cars will be introduced in Phase 1. This means that all facilities envisaged in the final plan will not be required immediately. Therefore, construction of some storage tracks and buildings can be postponed to reduce the initial investment.
Ratios of track and buildings for which construction can be postponed will be around:
Buildings: 40% = US$7,436,000
Track: 15% = US$366, 000
Maintenance facilities 35% = US$3,416,000
Namely arround US$ 11,218,000 will be reduced from the initial investment for phase 1.

9.3.6 Summarizing Review
Summary of cost review is shown in Table 9.3.6-1. With respect to S5, namely total investment to hardware, JARTS's estimation is about 30% larger than UBTSL's estimation. This difference is caused mainly by difference in cost estimate in civil engineering structures and track.
