9. Cost Estimate
9.1 General
Cost estimate (mainly for Phase 1) will be discussed in this Chapter through review of the cost estimate for Phase I of the Project as indicated in Table 3.1-2 Carried out by UBTSL. The figures for item No. 22〜28 were duly calculated according to the Appendix 9.1-1 provided by UBTSL. The segment NOs which are related with cost estimate are shown in Fig. 3.1-7.
Reviewing method adopted by JARTS is generally as follows:
(1) Estimate the cost assuming that the Project will be constructed in Japan.
(2) Convert the cost thus estimated in (1) above to the cost in Bangalore, making use of comparison tables of laboure, material, and mechanical equipment in Japan and in Bangalore. In carrying out the conversion, due consideration should be given to the situation that much more laboure will be used in India for constructing railway system compared with in Japan, mainly because of cheapness and abundancy of Laboure. In view of this, some modi8cation should be done in converting from Japanese cost to Indian cost. This modification was duly devised depending on different fields of railway construction.
(3) In carrying out the cost estimate, systems must be generally defined clearly. However in the present stages, some systems such as Traction Power Supply, Signalling and Telecommunications are not yet clearly defined and information / data relevant to these systems are not yet ready. In such cases, such systems have been appropriately assumed. In the Section 9.2 ”Precondition for Review of Construction Cost Estimate“, such assumptions and other preconditions necessary for cost review have been presented.
(4) Minor items which share only small portions of total cost such as station site preparation and environmental remediation have not been reviewed and the costs presented by UBTSL were used as they are.
9.2 Preconditions for Review of Construction Cost Estimate
