requirements which are generally prescribed as necessary in the urban railway systems in the developed countries.
Here in this section several performance requirements prescribed in PR for BERTS will be selected, and some comments on them will be presented.
(1) Visual impacts are duly taken into consideration as significant items which include architectural design of guideways, stations, buildings, etc. This is a very important aspect because all guideways are elevated and constructed usually in the center of the streets, accordingly the project has a very close influence on the aesthetic aspect of the city.
(2) Accessibility by handicapped and impaired passengers is required in design of station and vehicle design' Even in the railway transport in Japan, it is not so much advanced in this aspect. Accordingly such consideration in design will provide a very advanced and modern aspect to the Project.
(3) Application of NFPA 130 is required in design of stations from the view point of safety.
It should be noted that application of NFPA 130 requires sometimes a very costly design.
Subways in Tokyo, Hong Kong, Singapore do not always follow the NFPA 130. This
fact should be duly considered.
(4) For standards and codes for design of the Project, mainly those in USA, India, ISO, UIC are listed in PR for BERTS. Although other different standards or codes can be approved by UBTSL as far as they are equivalent to those listed in PR for BERTS, it may be suggested that such standards or codes as DIN (Germany), JIS (Japan), BS (Great Britain) will be explicitly listed in PR for BERTS, because the urban railway systems in these countries are satisfactorily operated for long years.
(5) Environmental consideration on design of the Project is fully considered in the Project, which includes strict preservation of trees along the routes of the Project, noise prevention, prevention of air pollution, preservation of water quality etc. Environmental preservation is now an issue of world wide concern. It should be noted that Japanese Government now has established a policy that in case a project is identified as Environment Preservation Project , OECF loan will be rendered under a special favorable condition.
(6) Item 5.8 of PR for BERTS prescribes as follows:
