(2) East Asia Hydrographic Commission
The East Asia Hydrographic Committee (EAHC) is one of the regional hydrographic commissions of IHO. It is composed of eight East Asian countries, Japan, the People's Republic of China, the Republic of Korea, etc. It's objectives are the mutual exchange of information from studies and development efforts related to hydrographic operations in East Asia and mutual cooperation in technological advancement.
JMSA is the Permanent Secretariat of this commission and works to promote a cooperative relationship among the member countries.
 
3. Aids to Navigation
In order to promote the effective and efficient establishment of a wide area radio navigation system in the Far Eastern sea area and to strive to operate this system reliably, the organizations, operating LORAN-C, of Japan, the People's Republic of China, the Republic of Korea, and Russia have been deliberating technical matters regarding LORAN-C and the schedule for establishing the LORAN-C international cooperative chain. Based on the results of these deliberations, the representatives met in Tokyo from October 23 to 27, 1995, to discuss the operational procedure for the LORAN-C international cooperative chain, scheduled to begin official operation in January 1996. In addition, these organizations decided that future discussions would include navigational systems besides LORAN-C, such as radionavigation systems using satellites.
 
III. Promotion of International Cooperation and Contribution
 
1. Technical Cooperation
Through the Japan International Cooperation Agency (JICA), JMSA provides the following kinds of technical cooperation aimed at the education of personnel involved in maritime safety in developing countries.
 
(1) Technical Training Program
In order to cooperate in the strengthening of maritime safety operations in developing countries, JMSA carries out technical training programs for the purpose of striving to transfer Japan's newest theories and technology to the personnel of the related agencies of counterpart countries, through seminars, practical exercises, and field trips organized. In FY 1995. JMSA carried out the study and training programs as indicated in Table 2-9-1.
 
(2) Dispatch of Experts
