2. Implementation of "Paradise for Pleasure Boats" Periods and Cooperation in Marine Events
Paradise for pleasure boats periods have been established since 1988, as part of the policy of contributing to the sound growth of marine leisure by ensuring its safety.
JMSA implements paradise for pleasure boats periods by establishing sea zones within harbors and restricting the navigation and docking of ships there for fixed periods during holidays and other times when general ship traffic is light. The zones are mainly in harbors in urban or their suburban areas, where it is difficult for small boats and craft to sail. The sea zones are open temporarily to small sailboats, windsurfing surfboards, rowboats and other such recreational craft. Therefore, paradise for pleasure boats periods work to spread and enhance concern for safety and improve skills and manners by readily allowing people to enjoy marine leisure activities and through events such as races and opportunities to experience riding on water bikes, small sailboats and other recreational craft. In FY 1995, JMSA organized a total of 49 days of paradise for pleasure boats periods in 29 locations nationwide, and about 380,000 people and 3,100 craft participated in them.
 
3. Strengthening Related Organizations
 
(1) Small Boat Safety Association, etc.
JMSA is actively promoting support for private sector volunteers who undertake safety activities in response to regional conditions, for the purpose of preventing accidents involving pleasure boats and other such recreational craft and improving manners related to navigation. It also actively promotes cooperation with the Small Boat Safety Association and other such groups.
The Small Boat Safety Association, etc., was established for the purpose of preventing accidents involving pleasure boats and other such recreational craft and improving manners related to navigation. As the organization for private voluntary activities, it organizes safety seminars, practical skills classes, and safety activities suited to respective regions, in order to enhance marine leisure enthusiasts' knowledge and skills related to the prevention of maritime disasters.
 
(2) Japan Marine Leisure Safety Promotion Association
The Japan Marine Leisure Safety Promotion Association was established in July 1991. Its objective is to contribute to the sound development of marine leisure in Japan, as a part of all leisure activities, by promoting measures that are based on the fact that a feature of marine leisure is that it depends upon the responsibility of the individual.
