In addition, it takes into consideration the special nature of the sea areas concerned and provides information using light signal boards.
Furthermore, similar to Keihin Port and Chiba Port, JMSA has established a port traffic control office and installed vessel traffic signal stations in the Dokai wan sea area. The traffic control office provides information and controls passage within the port based on the Port Regulations Law.
c. JMSA has established the Osaka Wan Traffic Advisory Service Center for Osaka Bay. This center targets the Akashi Strait sea area, and provides information and controls passage in accordance with the Maritime Traffic Safety Law.
d. The preparation of the system in the Kurushima area of the Seto Inland Sea has begun in FY 1994, with operation expected to begin in FY 1997.
 
(3) Information Provision and Traffic Control Systems in Nagoya Bay.
JMSA has established the Nagoya Ko Traffic Advisory Service Center to grasp and analyze ship traffic conditions at all times, provide information pertaining to maritime traffic and regulate navigation in accordance with the Port Regulations Law, within Nagoya Bay.
 
3. Safety Measures for Large Projects
Construction is underway on the Trans-Tokyo Bay Bridge and the Akashi Strait Bridge and Kurushima Bridge sections of the Honshu-Shikoku Bridge, respectively, in Tokyo Bay and the Seto Inland Sea, areas with heavy ship traffic.
Since there is a good possibility that the construction of structures for these projects will have a great impact on maritime traffic and other matters, it is necessary to establish traffic regulations, safe passage measures and disaster preparedness and response measures for the periods during and following the completion of construction.
It is for this reason that JMSA directs project operators and other parties concerned to conduct studies related to maritime traffic safety, through the cooperation of maritime disaster prevention organizations, such as the Japan Association of Maritime Safety, from the planning stages of these projects. In addition, JMSA has instructed them to take such measures as stationing lookout ships, establishing information control systems, installing various navigational aid facilities and enacting disaster preparedness and response systems, based on the results of the aforementioned studies.
