4. Violations of Laws Related to Immigration
In 1995, there were 176 cases of violations of laws related to immigration that were sent to the prosecutor's office. Most of these involved illegal immigration.
These illegal immigration crimes employ diverse methods, such as chartering cargo or fishing vessels or hiding in the cargo holds, containers, etc., of cargo vessels engaged in trade with Japan. In addition, cases of illegal immigration arranged by brokers continues to increase. Furthermore, as Japan strengthens its enforcement efforts against them, illegal immigration is being carried out in more organized and ingenious ways.
It is believed that the Chinese international smuggling broker organization "Snake Head," together with Japanese crime syndicates, is involved in many cases of illegal immigration from the People's Republic of China.
As for illegal immigration by citizens of countries besides the People's Republic of China, since 1995, there have been an increasing number of cases involving a "new smuggling route," whereby Korean smuggling brokers aid Pakistani, Bangladeshi, and other illegal foreign workers in the Republic of Korea in illegally entering Japan. Consequently, there is a trend of illegal immigrants becoming more multinational in nature.
JMSA maintains close cooperation with related agencies and is strengthening its vigilant surveillance of sea areas where there is a high probability of illegal immigration occurring. In addition, JMSA is working to uncover stowaways by conducting careful onboard inspections of ships arriving in Japanese ports that have embarked from or docked along the way at the People's Republic of China or other countries of origin of illegal immigrants.
 
5. Violations of Laws Related to Firearms and Drugs
In 1995, cases of violations of laws related to firearms and drugs were as follows: one case of violation of the Stimulants Control Law, three cases of violation of the Narcotic and Psychotropics Control Law, and five cases of violation of the Cannabis Control Law.
In addition, there were 15 cases of violation of the Law Controlling Possession, etc., of Firearms and Swords.
 
6. Other Violations of Laws
In 1995, there were 211 cases of violations of other laws that were sent to the prosecutor's office. Of them, 122 cases were of violation of the Radio Law.
