As previously mentioned, level crossings with roads are a major factor standing in the way of higher train speeds, and the need for their removal is stressed from this aspect as well.
The most desirable method of solving this problem is generally to create a grade separated crossing by moving the road above or below the railway. However, in urban areas where there are continuous crossings, it is better to elevate or underground railways continuously for required length.
4.4 Other Structures
Railways involve a number of structures and buildings including station facilities such as station plazas, sheds for passengers, station buildings, passageways and loading facilities.
These structures should also be reviewed, and improved or modernized as necessary.

5 Conclusion

Railways in Kampuchea is in a serious deteriorated situation due to damage caused by war of long period and also due to shortage of investment.
It should be rehabilitated to make it play an appropriate role in supporting socio-economic development of the country.
However, restoring the deteriorated track only to the old original state would not be a good idea.
Track need not be rehabilitated to the highest level equivalent to advanced railways. It should be rehabilitated to the minimum requirement with the minimum investment, however with due consideration on current modern technology. (Antique technology should not be used.)
It is our sincere hope that experiences of track modemization of Japanese Railways will be of some use for rehabilitation and modernization of Kampuchea Railways.
