Based on the hourly distribution of inbound and outbound traffic to and from the Waterfront area between 6.00 a.m. and 12.00 midnight, the number of operating and train kilometers were set as follows.

In consideration of the scale of the undertaking, a minimum required organization composed of an administration division containing the three departments of management, transport and facilities and electricity, and a non-clerical division containing the two departments of train staff management and maintenance was set.
