5.2.6 Peak Hourly Number of Users
The peak hourly number of users is obtained by multiplying the daily number of users by the peak hourly concentration ratio.
The peak hourly concentration ratio of traffic into and out of the Waterfront area has been made clear in a survey of actual parking space utilization that was carried out following the opening of the Waterfront. The survey, which was carried out between March and April 1992, found the concentration ratio to differ between weekdays and holidays, with the peak ratio generally being 3-5% higher on holidays than on weekdays. In particular, the peak ratio was found to be 12-13% higher on the Easter holiday of April 19.
The inbound peak was found to occur just after noon and in the evening, and the almost total absence of a moming peak serves to show that traffic into the area consists mainly of commercial and shopping traffic, etc.
Here, actual figures shall be used to obtain the peak hourly number of users by assuming a design hourly concentration ratio of 12%.
Peak hourly number of users = 27,500 people/day (one way) x 12%
≒3,300 people/hour
