5.2.5 Estimated Number of LRT Users
The rate of changeover to use of the LRT varies according to the parking conditions in the Waterfront area and the state of congestion on access roads, with the conditions of LRT use fixed as a standard. Parking space conditions in the Waterfront area can to a certain extent be influenced by policy decisions, however, with regard to congestion on access roads, because this is linked to the volume of car traffic, which itself depends on the rate of changeover to the LRT, it is forecast that the rate of changeover to the LRT will be determined at the point where the demand side (rate of changeover to LRT) balances out with the supply side (road capacity). This is illustrated in diagrammatic form below.

Table 5-7 shows the results of estimating the number of car trips changing over to the LRT based on existing transport modal splits from the previously obtained demand potential.
