5.2.4 Supposed Share of LRT Use
(1)Current Ratio of Trips to the Waterfront by Mode of Transport Table 5-4 shows the breakdown of modes of transport used to travel into the Waterfront as found by a survey of the transport use situation carried out following the opening of the area.

This clearly shows a marked leaning towards the use of cars, reflecting the fact that a shuttle bus is the only existing public mode of transport and that it is highly convenient to use a car due to relatively abundant parking space, and so on.
(2)Willingness of Car Users to Change Over to LRT Usage
As there is currently no LRT into the Waterfront area, it is considered that the above figures relating to the modes of transport used do not reflect the high transportation service characteristics that can be offered by the LRT. Assuming that the LRT was introduced and awareness of its large volume, high speed and stable transportation capacity and comfort, etc. spreads among the public, it is considered highly possible that a number of car users would change over to using the LRT.
Analyzing the intentions of users towards a mode of transport that does not actually exist is not easy, however, one suitable analysis method is mode selection analysis based on stated preference data In the previously mentioned third research work (Assessing the Demand for a Light Rail Service in Cape Town, by Peter Clark), analysis was carried out on stated preference data obtained from a questionnaire survey of car users in the Waterfront area as to their intentions concerning LRT use. Based on these findings, a preference structure was considered relating to the change over of car users to use of the LRT.
